Under the slogan “Weaving networks, saving lives: a commitment without borders”, the technical workshop will take place on Saturday, September 19, at the Concordia Convention Center to provide training on early detection and referral circuits.
Through a cross-border articulation and integration strategy, the Municipality of Concordia and the Government of Salto (Oriental Republic of Uruguay) will hold the 1st Binational Seminar on Suicide Prevention “Weaving networks, saving lives: a commitment without borders”.
The meeting will take place on Saturday, September 19, 2026, from 09:30 to 12:30, at the Concordia Convention Center (CCC), located at 101 West San Lorenzo St. The activity will grant official certification issued in coordination with the Municipal Coordination of Public Administration (CMAP), valid for professional background records.
The initiative is promoted by the Directorate of Social Strengthening Policies of the Secretariat of Health of the Municipality of Concordia, in co-organization with the Area of Health, Hygiene and Environmental Management of the Government of Salto. It has the participation and support of the Departmental Health Directorate of Salto, Ministry of Public Health (MSP), the International Relations and Protocol Service of the Government of Salto, the Consulate of the Oriental Republic of Uruguay in Concordia, and the Consulate of the Argentine Republic in Salto.
The proposal is based on the public health regulations in force in the region: at the local level, the unanimous adherence of the Concordia Deliberative Council to the National Suicide Prevention Law No. 27.130 and Provincial Law No. 10.605 (Regulatory Decree No. 2466/24 - “Entre Ríos #ValoraLaVida” Program), in accordance with the National Mental Health Law No. 26.657 and Law No. 26.061. This framework is operationally integrated with the containment and community health guidelines coordinated by the Ministry of Public Health (MSP) of Uruguay.
The seminar is aimed at the teaching community of all levels (public and private management, including UTU personnel), psycho-pedagogical cabinets, public administration agents (health, childhood, social development, sports), public and private health providers, security forces, territorial representatives, and the teams of the Inter-institutional Tables for Social Policies (MIPS) under the orbit of the MIDES Salto Territorial Office.
OBJECTIVE
The training objective focuses on providing tools for the early detection of warning signs, initial empathetic listening, and the immediate activation of referral and emergency circuits. The framework defines the participants' competencies: to accompany and channel care without intervening in clinical diagnoses or determining situations of certain and imminent risk, tasks reserved for health professionals.
● Institutional opening: Territorial framing with the presence of authorities from both municipalities, consular representations, and binational organizations.
● Keynote speech (Technical Block I): By Lic. Ignacio Pizarro Leiva (UNC), specialist in contextual therapies (CBT, DBT, and ACT) and member of the Provincial Suicide Prevention Program of the Ministry of Health of Córdoba.
● Binational Block of Local Experiences: Presentation of community devices, containment protocols, and the Departmental Mental Health Plan by the technical teams of the Government of Salto and the Departmental Health Directorate (MSP).
● Roadmaps (Technical Block II): Collective construction of linkage circuits, providers, and integrated emergency lines for the Uruguay River coast.
