The Director of Revenue of the Municipality of Concordia, Accountant Fernando Marsicano, explained that the increases in the General Real Estate municipal tax are due to a calculation framed within “our system based on appraisals and minimums”.
“What happened is that last year we were already lagging behind due to inflation”, especially “in the Tax Ordinance that was in force during 2024, which was approved on December 7, 2023, where minimums of 80% had been approved, when we all know that the inflation for that year was 211%”.
“We finally took the appraisals issued by the province, which updated by 146% against the 211% inflation, meaning that during last year the Real Estate municipal tax in Concordia was already outdated”, remarked Marsicano.
That lack of updating was based “on a decision by the government, as we understood that we were in an economic crisis and that we had to send a message of continuing in those terms and supporting the resident, even though the costs of the Municipality's services continued to grow month by month”.
The Director of Revenue stated that “what we did was update the tax ordinance and we increased the minimums by 140%, that is, a little more than inflation”. In addition, we are waiting for the appraisals from the Province “which are delayed, so our decision was to apply the same percentage that we used for the minimums, which was 140%, which on average, according to our data, resulted in 120% in the billing”, he noted.
Likewise, the official clarified, this year “we applied a higher discount percentage for those who pay before the first due date”. In other words, “15% is in effect, which was previously 10%”. As an example of the minimum, Marsicano detailed that “in the best area of Concordia, which is zone A, it is 8,400 pesos and if you pay before the due date, with the 15% discount, it remains at $7,140”.
Marsicano reported that, “in the future, the Tax Ordinance authorizes the municipality to update the amounts every four months according to the CPI (Consumer Price Index)”, then the Executive will see whether to do so or not; this year I understand that it will be evaluated, luckily the data indicates that inflation is going down”.
COMMERCIAL MUNICIPAL TAX
Regarding the Commercial municipal tax, the Director of Revenue highlighted that “we have had a good dialogue with the Chamber of Commerce and also with the other institutions”. And he recalled the joint work undertaken throughout 2024.
Regarding the updating of the amounts, he pointed out, “the same thing happens as with the Real Estate one, we were coming from a lag in the minimums with respect to inflation”.
“We, for example, have tax rate scales and the highest one, which is the most discussed at 2.7, we increased the cap by 140%, that is, more than inflation; we are the first government to increase more than inflation for those businesses that are going to pay the 2.7 rate. Those businesses that moved to 2.7 is because they grew or invoiced more than inflation”.
And then “we have a very low tax rate, which is 1.3, where 95% of taxpayers are”, he commented. Emphasizing that “the Commercial municipal tax must continue to be worked on, it must continue to be analyzed and it is very dynamic because everything depends on how the activity is going; our proposal is always to listen, to keep working, seeing what changes and improvements we can make for the sake of commerce, production and the development of the city”.
SMALL TAXPAYERS
Finally, Marsicano recalled that “one thing that was implemented, which is very important, is the Small Taxpayers Regime”, where until 2024 “it only contemplated or included 346 businesses that had invoiced about 650 thousand pesos annually in 2023”.
In that sense, the benefit was expanded “and they were tied to category A of the Monotributo, which is 7,813,063 pesos annually, that is 1,089% more than what it was, and with that measure, today we have 1,089 new small taxpayers in the city of Concordia, who were paying the minimum Commercial municipal tax, which was 4,982 and now they pay 8,500 pesos; that is 70% more and not 140%”.
In that context, he expressed that “all accountants are aware of this, but those who have not found out and have not made the transition to this regime, can do so; they can come to the Revenue offices or send us an email and we will tell them how to continue the procedure”.
