On Thursday, July 2nd, the 18th ordinary session of the Concordia City Council was held, a parliamentary meeting marked by an intense legislative agenda that combined the unanimous approval of municipal tax reforms linked to urban services, and the recognition of a global-scale event that positions the city in an unprecedented way.
The session was presided over by the vice-mayor and head of the body, Lic. Magdalena Reta de Urquiza, who, when taking stock of the parliamentary work and the enactment of the day's regulations, stated: "We are consolidating a space for institutional debate where the priorities of the residents are transformed into concrete ordinances through the consensus of the different blocs".
Modification of the Tax Ordinance: Fiscal relief on urban services
One of the most prominent points of the day was the unanimous approval of the reform of article 34 of the Tax Ordinance. The project aims to reorganize the collection service for branches and domestic surpluses (bulky waste), seeking to directly benefit the resident's family economy and offer an accessible alternative to the rates of private containers.
Following this modification, the cost scheme is restructured as follows:
- Up to 3 cubic meters: At no cost to the citizen.
- More than 3 cubic meters: A municipal tax will be applied of 0,5 JUS (approximately $10.000), much lower than the actual cost of waste removal.
Delimitation of the Intellectual Property Law for private events
Likewise and unanimously, the body of councilors voted for a Resolution linked to the Intellectual Property Law, a regulation of national origin dating from 1934.
The local resolution reaffirms the validity and modern interpretation of its regulatory decree 765/24, technically clarifying the concept of "public performance". The central purpose is to protect events that take place strictly in private settings – celebrations, with exclusive access for guests and without charging admission - to prevent the application of erroneous charges of national municipal taxes and taxes that end up affecting the activity of local organizers.
Concordia, historic host of the XX IDERA 2026 Conference
On an institutional level and with international projection, the local parliament declared of Municipal, Scientific and Institutional Interest the XX Conference of the Spatial Data Infrastructure of the Argentine Republic (IDERA 2026) and the International Seminar on the United Nations Integrated Geospatial Information Framework (UN-IGIF) in South America, cutting-edge technological meetings that will take place in the city on July 1, 2, and 3, 2026.
The approval of the project highlighted a historic milestone: it is the first time that this international event is held in an Argentine city that is not a provincial capital.
The congress is sponsored by the highest global entities in the field:
- United Nations Committee of Experts on Global Geospatial Information Management (UN-GGIM).
- The UN-GGIM Regional Committee: Americas.
- The United Nations Global Geospatial Knowledge and Innovation Centre (UN-GGKIC).
The magnitude of the event is reflected in the participation of delegations, officials and academics from ECLAC, the United Nations, the Spatial Data Infrastructure (SDI) agencies of Chile, Uruguay, Colombia, Ecuador and Paraguay, the Brazilian Institute of Geography and Statistics (IBGE), the European space program CopernicusLAC and Wuhan University (People's Republic of China).
Communication Minutes: Claims for infrastructure and road safety
During the treatment on the table, the councilors gave the green light to two Communication Minutes addressed to the Municipal Executive and through it to the corresponding areas to address neighborhood emergencies:
Enhancement of Parque Ferré: A formal request was made for an urgent intervention for the repair and comprehensive maintenance of the square. Traffic safety and surveillance measures should be provided. Although, despite having been remodeled and inaugurated in the recent period (2022-2023), the work already shows structural flaws of origin that threaten the safe use of public space by families.
Road Safety at the Entrance to Villa Adela: A road management plan and pedestrian safety solutions were required on Pdte Perón street, the access route to the neighborhood. The initiative responds to the community's concern regarding the constant danger represented by the intense crossing of minors, given the proximity of a primary school, a kindergarten and the local club.
Furthermore, the training "Basic Principles of Basketball", which will be taught by the ENEBA Level III National Coach, Juan Ignacio Conti, scheduled for Saturday, July 11, at the Municipality's Culture Hall, was declared of Municipal, Sports, Educational, and Social Interest.
Political clash during Tributes: Debate over contract terminations
The end of the legislative session took on a political tone during the Tributes period. At this stage, opposition council members belonging to the Más para Entre Ríos (PJ) bloc, represented by Carolina Amiano and Claudia Villalba, adopted a strongly critical stance regarding the leadership of the municipal Executive branch.
The opposition councilwomen questioned the local administration's decision to terminate the employment relationship of a group of personnel who were working under the "Contracted" modality, describing the measure as "arbitrary." In the same vein, they extended their complaint to the leadership of the municipal unions, reproaching them for their physical absence from the chamber and demanding that they formally join the claim in defense of the discontinued jobs.
