In a day marked by administrative organization and social commitment, the Deliberative Council of Concordia held its third ordinary session of the year this Thursday. Under the leadership of its president, the Lic. Magdalena Reta de Urquiza, and with the presence of twelve council members, the legislative body addressed an agenda that linked community recognition with fundamental clarifications regarding the competencies of the local State.
The Presidency's balance: AFS and the role of the Council
Upon concluding the meeting, Lic. Reta de Urquiza placed special emphasis on two axes that defined the day:
In the first place, she highlighted the approval of the ordinance presented by council member Emmanuel Godoy in tribute to the 70 years of AFS Intercultural Programs. This initiative will allow for the installation of two globe-shaped structures to collect plastic caps destined for the Fundación Garrahan and the planting of seven native specimens in the historic Naranjal de Pereda, thus uniting ecology with humanitarian work.
Likewise, the president provided a key report on the resolution (approved by 11 affirmative votes) of an appeal filed by the municipal agent Álvaro Sierra. In this regard, Reta de Urquiza was firm in setting a precedent regarding the limits of the legislative branch: "The Council no longer functions as an appellate body for labor claims of the Executive, according to the amendments to the Constitution of Entre Ríos and the Municipalities Law", clarified the head, bringing clarity regarding the current division of powers and administrative competencies.

Regarding public health, the Body unanimously approved a Communication Minute from council member Claudia Villalba, although beforehand the council members of the ruling party bloc made it clear that all staff at San Carlos Park are trained in CPR and that, on the other hand, the city has morethan 30 Defibrillators, which allowed, in all cases, to attend to emergencies in the required time.
The project urges the Municipal Executive to install a Permanent Health Post in San Carlos Park. The proposal contemplates:
Tributes: Democracy and Women's Health
The session was also marked by a profound symbolic and political weight. Council members Celeste Fuscado y Eliana Lagraña paid tribute to the figure of Dr. Raúl Ricardo Alfonsín, who would have turned 99 this March 12th.
The council members highlighted that, in commemoration of the birth of the "Father of Democracy", today is celebrated as the Radical Militant Day. In this sense, they extended a warm greeting to the militants, vindicating the values of peace, ethics, and defense of republican institutions that Alfonsín sowed in Argentine history. "Remembering his birth is to reaffirm the commitment of those who, day by day, keep alive the democratic principles he bequeathed to us", they stressed during the tribute
.
Finally, in a moment of high sensitivity, Councilwoman Lagraña referred to World Endometriosis Day. From her personal experience, she made visible the complexity of this chronic disease, urging to strengthen support networks and early diagnosis to improve the quality of life of women living with this pathology.
