WHEREAS, the Rental Agreement entered into by Silvia Inés Rodríguez and the Municipality of Concordia and;
 
CONSIDERING:
That on 06/05/2025 a rental agreement was entered into between Silvia Inés Rodríguez and the Municipality of Concordia, for the property located at 26 Avellaneda Street in the city of Concordia where the Directorate of Education, dependent on the Undersecretariat of Education and Culture of the city of Concordia, operates.
The rental agreement was agreed upon for TWENTY-FOUR (24) MONTHS from 06/01/2025 to 05/31/2027.
That the Municipality of Concordia undertakes to pay the Lessor a monthly rent of SEVEN HUNDRED FIFTY THOUSAND PESOS ($ 750,000), during the first six months of the Agreement. For the remaining months of the lease, the monthly rent will be updated semi-annually using an ICL index composed in equal parts by the monthly variations of the consumer price index (CPI) and the average taxable remuneration of state workers (RIPTE), which will be prepared and published monthly by the Central Bank of the Argentine Republic (BCRA).
That the aforementioned Agreement consists of eighteen (18) clauses, in which its contractual conditions are established.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107 of Provincial Law No. 10,027 and its amending law No. 10,082 - Regime of the Municipalities of Entre Ríos. According to the consolidated text of Decree No. 4706/12 of the Provincial Executive Branch.
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES
 
ARTICLE 1.- Ratify in all its terms, the Lease Agreement signed between the Municipality of Concordia, represented by its Municipal President Dr. Azcué Francisco and Ms. Silvia Inés Rodríguez, corresponding to the property located at 26 Avellaneda Street in the city of Concordia where the Directorate of Education, dependent on the Undersecretariat of Education and Culture of the Municipality of Concordia, operates, for a term of twenty-four (24) months from 06/01/2025 to 05/31/2027, which forms an integral part of this Decree as an Annex.
 
ARTICLE 2.- Arrange, recognize and pay the month of June 2025 and subsequent payments that accrue until completing the two-year period to Ms. Silvia Inés Rodríguez DNI No. 10,699,347, as follows: the sum of SEVEN HUNDRED FIFTY THOUSAND PESOS ($ 750,000), during the first six months of the Agreement and from the seventh month onwards, the payment will be made as stipulated in the third clause of the Lease Agreement ratified by this Decree. 
 
ARTICLE 3.- Arrange, recognize and pay Ms. Martínez Villalba Roxana Elizabeth the sum of NINE HUNDRED THOUSAND PESOS ($ 900,000) as fees accrued for her intervention in the rental of the property located at 26 Avellaneda Street, where the Directorate of Education, dependent on the Undersecretariat of Education and Culture of the Municipality of Concordia, operates
 
ARTICLE 4.- Classify this expenditure under Article No. 12, subsection D, point 11 of Ordinance 34,698
 
ARTICLE 5.- Charge the expenditure required for the fulfillment of this to the budget item of the Secretariat of Human Development of the Municipality of Concordia.
 
ARTICLE 6. - Authorize the Municipal Accounting Office and the Municipal Treasury to issue the order and make the monthly and consecutive payments in favor of Ms. Silvia Inés Rodríguez DNI No. 10,699,347 through bank deposit into account No. 003003521535 CBU 3860003401000035215357. And to Ms. Martínez Villalba Roxana Elizabeth through bank deposit into account 68-359745/7 CBU 0170068840000035974578.
 
ARTICLE 7.- Send a copy of this Decree, for their knowledge, registration and intervention, once completed, inform the Municipal Accounting Office and Treasury.

WHEREAS the content of the proceedings contained in Digital Purchase administrative case file No. 628 and,
 
CONSIDERING:
That in them, the bidding process is carried out for the “Acquisition of Dry Food for Modules and Soup Kitchens”, to be delivered from the Directorate of Social Assistance of the Undersecretariat of Social Development to people in vulnerable situations and neighborhood soup kitchens, which require the collaboration of the Municipal State.
That the Budget Directorate has proceeded to charge this expenditure.
That the Secretariat of Cabinet Coordination and Treasury intervenes within its competence, authorizing this expenditure.
That the Directorate of Purchases and Supplies accompanies the draft Terms and Conditions and Nomenclature Sheet for the call for Public Bidding No. 13/2025 “Acquisition of dry food for Modules and Soup Kitchens”.
That this Public Bidding estimates an official budget of TWO HUNDRED EIGHT MILLION SIX HUNDRED SEVENTY-FIVE THOUSAND PESOS AND 00/100 ($ 208,675,000.00).
That the opening of the Bidding must be carried out at the Directorate of Purchases and Supplies, which must propose an available opening date.
That the issuance of the measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Provincial Law No. 10027 - Regime of the Municipalities of Entre Ríos – amended by Provincial Law No. 10082; according to the consolidated text of Decree 4706/12 of the Provincial Executive Branch.
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1. - Approve the Terms and Conditions, referring to the call for Public Bidding No. 13/2025 “Acquisition of dry food for Modules and Soup Kitchens”, whose background information is contained in Digital Purchase administrative case file No. 628/2025, in accordance with the Considerations expressed above.
 
ARTICLE 2°.- Arrange for the Directorate of Purchases and Supplies to carry out the call for this Bidding and set the opening date for the proposal, as established in Art. 25 of Ordinance No. 34,698 on Municipal State Contracting and considering it appropriate.
 
ARTICLE 3.- Proceed in the event that the first call is declared void, for the Directorate of Purchases and Supplies to make a second call and set the date for the opening of offers.
 
ARTICLE 4°.- Charge this approved expenditure to the preventive budget item No.: 3.4.30.01.03.04.34.01 Social Development $ 208,675,000.00.
 
ARTICLE 5.- Arrange for payment to be made in accordance with the provisions of Article No. 13 of the Terms and Conditions.
 
ARTICLE 6°.- Form the Evaluation Commission in accordance with the provisions of Article 9 of the Terms and Conditions.
 
ARTICLE 6°.- Carry out the legal publications.
 
ARTICLE 7.- Forward to the Purchasing and Supplies Directorate for its purposes.
 
ARTICLE 8.- Communicate, publish, register and archive.

Having seen Resolution No. 002480 of April 22, 2025, issued by the Retirement and Pension Fund of the Province of Entre Ríos.
 
CONSIDERING:
That the same provides for the retirement of Municipal Agent Mr. Néstor Fabián Zabala as of July 1, 2025.
That for this reason, a vacancy occurred in the position of the Afternoon Shift Division of General Stewardship.
That due to this situation, it is considered appropriate to appoint Mr. Ale Hernán Hermosid, Reg. No. 6025, who possesses the necessary skills for the fulfillment of the same, to be in charge of the Afternoon Shift Division of General Stewardship.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107 of Provincial Law No. 10,027 and its amendment Law No. 10,082 - Municipal Regime of Entre Ríos - according to the consolidated text of Decree No. 4706/12 of the Provincial Executive Branch.
 
Therefore;

ARTICLE 1.- Appoint Municipal Agent Mr. Ale Hernán Hermosid, Reg. No. 6025, to be in charge of the Afternoon Shift Division of General Stewardship for the fulfillment of the functions established in Article No. 39 of Decree No. 973/24.
 
ARTICLE 2.- Establish that this measure shall be in effect as of July 1, 2025.
 
ARTICLE 3.- Forward a certified copy to the Human Resources Directorate and the Payroll Directorate for their purposes.

HAVING SEEN that the balance of certain items of the General Budget of the Municipal Public Administration for the 2025 Fiscal Year is insufficient to meet various expenditures, and,
 
CONSIDERING:
That in order to provide a solution to the described situation, the Budget Directorate has advised transferring from other items for the purpose of reinforcing the items mentioned in the 'Having Seen' section.
That this transfer is carried out in accordance with the provisions of Article 6 of Ordinance No. 38,527.
That the Secretariat of Cabinet Coordination and Treasury has taken the intervention within its competence.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Articles 107, subsections q) and u), and 155 of Law No. 10,027 - Municipal Regime of Entre Ríos.
 
Therefore,

DECREES:
 
ARTICLE 1.- Reinforce the budgetary credits of the items of the General Expenditure Budget of the Municipal Public Administration corresponding to the 2025 Fiscal Year in the amounts detailed in Annex I, which is an integral part of this Decree, in accordance with what is expressed in the preceding consideration.
 
ARTICLE 2.- Transfer the budgetary credits of the item of the General Expenditure Budget of the Municipal Public Administration corresponding to the 2025 Fiscal Year in the amount detailed in Annex II, which is an integral part of this Decree, to cover the reinforcement referred to in Article 1.
 
ARTICLE 3.- Communicate, through the Government Secretariat, to the Deliberative Council.
 
ARTICLE 4.- communicate, publish, register and archive.-
