In the coming days, the Executive branch will submit the 2026 Tax Ordinance Project to the Deliberative Council, which incorporates measures for tax relief, administrative simplification, and greater tax predictability, in line with the management pillars of mayor Francisco Azcué.
The initiative aims to support local commerce, promote private investment, strengthen economic activity, and provide greater clarity and transparency in the tax relationship with taxpayers.
In this regard, Azcué stressed that the project “seeks to take an important step towards a simpler and more transparent tax system,” and remarked that the central objective is “to support those who invest, produce, and generate jobs in Concordia.”
For his part, the Secretary of Finance, Pablo Ferreyra, highlighted that “this ordinance seeks to continue advancing with concrete measures to support businesses, local industries, and the entire production chain of Concordia. At this stage, the focus is especially placed on sectors linked to the production and sale of food, public works, and the provision of construction materials, all of which are fundamental for economic activity and local employment.”
TAX RELIEF FOR COMMERCIAL MUNICIPAL TAX PAYERS
The proposal establishes a series of benefits for taxpayers of the Commercial municipal tax:
- Elimination of the 2.7% tax rate for food industries, basic food basket businesses, construction material suppliers, and companies linked to public works and inputs developed by local companies.
- Update of General Regime scales. Billing scales are also updated by 30%, preventing nominal growth due to inflation from generating tax rate jumps and providing greater predictability for investment.
- Reduction of tax burden for ride-hailing services.
- Reduction of tax rate from 1.9% to 1.8%
- New reduced tax rates for local taxpayers. Taxpayers based in the city who carry out wholesale and retail activities of food and beverages, food industries, construction, and sale of construction materials will pay reduced tax rates of 1.3%, 1.6%, and 1.8%, as applicable.
- Update of minimum and fixed values
Minimum amounts are updated by 30%, accompanying projected inflation and avoiding sharp increases in the tax burden.
The Director of Revenue, Fernando Marsicano, explained that “98.88% of general regime taxpayers pay at these lower rates, which demonstrates the equitable and progressive orientation of the proposed scheme.”
ELIMINATION OF ENTERTAINMENT FEES
In another important and decisive step to simplify the tax system and promote the entertainment industry, the project proposes to eliminate the public entertainment and ticket fees that were currently charged and were at 10%.
Meanwhile, nightclubs will now pay through a fixed amount within the Commercial municipal tax.
“With this clear decision, we are going to make the system transparent, reduce costs for organizers, and facilitate the arrival of more concerts, plays, shows, and cultural events that generate economic movement and enrich the cultural and social life of the city,” affirmed Azcué.
RELIEF ON THE PUBLIC LIGHTING MUNICIPAL TAX
Meanwhile, in line with what was announced by Governor Rogelio Frigerio, the Municipality signed an agreement that reduces the municipal contribution from 8.69% to 6% and establishes a 13% cap for public lighting municipal taxes (previously 16%).
The Public Lighting municipal tax will be calculated on the total billed by the energy distributor (net of taxes), with the following tax rates: Residential Users: 13% (previously 16%) Commercial Users: 13% (previously 15%) Industrial Users: 6% (no changes) MEM Users: 13% (previously 15%). Other Users: 13% (no changes).
DISCOUNTS FOR EARLY PAYMENT
Benefits are maintained and increased for those who comply on time: General Real Estate municipal tax: 15% discount on the first due date, 2.5% on the second
Sanitary Services municipal tax 15% on the first due date (previously 10%) and 2.5% on the second (previously 5%).}
GENERAL UPDATE OF VALUES
For 2026, tax values are updated by 30% compared to 2025, accompanying the year-on-year inflation estimated by INDEC. The update does not imply a real increase in the tax burden, but rather the maintenance of the real value of the municipal taxes.
A TAX REFORM ORIENTED TOWARDS DEVELOPMENT
Mayor Azcué highlighted that the proposal “strengthens local economic activity, provides predictability to those who want to invest, and modernizes a system that must be a bridge, not an obstacle, between the State and taxpayers.”
