How is an ordinance made?

The path of a bill from the moment it is filed at the Council until it becomes law.

  1. Filing

A councilor, the Executive Branch or residents and institutions file the bill at the Council's front desk, where it gets its file number.

  2. Committee

The bill goes to the committee in charge of the topic, which studies it and may request reports or hear stakeholders.

  3. Committee report

The committee issues its report: it recommends approving, amending or rejecting the bill.

  4. Session

The bill is discussed and voted on in a Council session. If approved, it is enacted.

  5. Executive Branch

The enacted bill goes to the Mayor, who signs it into law or vetoes it.

  6. Promulgation and publication

Once promulgated, it is published in the Official Gazette and can be found in the Municipal Digest.
