HAVING SEEN the various works that have been carried out throughout the City of Concordia and;
 
CONSIDERING
That said works are carried out entirely by municipal personnel.
That the Areas involved are: Directorate of Parks and Promenades, Directorate of Municipal Cemetery, and the Storm Drainage Areas of Defensa Sur, all of them reporting to the Secretariat of Urban Development.
That the personnel of each of these Areas have signed work Agreements through which they are paid, by means of DAILY WAGES, for the extraordinary work they perform.
That in accordance with what is established in each of these Agreements, the Daily Wages have a determined quota, according to the following detail:

• AGREEMENT OF THE DIRECTORATE OF PARKS AND PROMENADES – maximum quota of 300 monthly Daily Wages in total for all included personnel – TENTH CLAUSE of the Agreement ratified by Decree No. 1465/2023.
• AGREEMENT OF THE DIRECTORATE OF MUNICIPAL CEMETERY – maximum quota of 300 monthly Daily Wages in total for all included personnel – TENTH CLAUSE of the Agreement ratified by Decree No. 1527/2023.
• AGREEMENT OF THE STORM DRAINAGE AREAS OF DEFENSA SUR – maximum quota of 80 monthly Daily Wages in total for all included personnel – ELEVENTH CLAUSE of the Agreement ratified by Decree No. 736/2023.

That due to the increase in the required tasks, the Daily Wage quotas were exceeded in the period considered for the October payroll, according to the detail submitted by the Secretariat of Urban Development, namely:

• Personnel of the Directorate of Parks and Promenades performed a total of 400 Daily Wages – exceeded: 100 Daily Wages.
• Personnel of the Directorate of Municipal Cemetery performed a total of 365 Daily Wages - exceeded: 65 Daily Wages.
• Personnel of the Storm Drainage Areas of Defensa Sur performed a total of 94 Daily Wages – exceeded: 14 Daily Wages.

That based on the above, this Executive Department considers it fair and reasonable to exempt, for one time only, the increase in the quota of Daily Wages established in the aforementioned agreements, in order to pay what corresponds to each employee, based on the extraordinary tasks they performed.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107, subsections q) and u) of Law No. 10,027/11 and its amendment No. 10,082/11 - Regime of the Municipalities of Entre Ríos.
               
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1°.- Authorize for one time only, and as an exception to what is established in the TENTH Clause of the Agreement signed with the personnel who perform functions in the Directorate of Parks and Promenades - ratified by Decree No. 1465/2023, a total quota of FOUR HUNDRED (400) DAILY WAGES in the payroll period corresponding to the month of October of the current year, by virtue of what is expressed in the preceding recital.
 
ARTICLE 2°.- Authorize for one time only, and as an exception to what is established in the TENTH Clause of the Agreement signed in due course with the personnel who perform functions in the Directorate of Municipal Cemetery - ratified by Decree No. 1527/2023, a total quota of THREE HUNDRED AND SIXTY-FIVE (365) DAILY WAGES in the payroll period corresponding to the month of October of the current year, by virtue of what is expressed in the preceding recital.
 
ARTICLE 3.- Authorize for one time only, and as an exception to what is established in the ELEVENTH Clause of the Agreement signed in due course with the personnel who perform functions in the Storm Drainage Areas of Defensa Sur - ratified by Decree No. 736/2023, a total quota of NINETY-FOUR (94) DAILY WAGES in the payroll period corresponding to the month of October of the current year, by virtue of what is expressed in the preceding recital.
 
ARTICLE 4°.- Communicate, publish, let the Directorate of Payroll Liquidation take note, and in due course, archive.

HAVING SEEN the Agreement signed between the PROVINCE and the MUNICIPALITY, which commit to jointly organize the Provincial Final of the "2024 Entrerrianos Youth Sports Games" and,
 
CONSIDERING:
That through the aforementioned Agreement between the PROVINCE and the MUNICIPALITY, which commit to jointly organize the Provincial Final of the "2024 Entrerrianos Youth Sports Games", in the disciplines of Conventional Athletics Male and Female Under 15 and in the adapted sports disciplines detailed: Mixed Athletics Under 18; Swimming Under 16; 3x3 Basketball Under 16; "Boccia Under 18; Goalball Under 18; Table Tennis Under 18 and Volleyball Under 18.
That this agreement consists of six (6) clauses where its contractual conditions are established.
That consequently, it is necessary to issue this provision in accordance with what is established within the framework of the current regulations.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107, subsections ñ), q) and u) of Law 10,027, and its Amendment - Regime of the Municipalities of the Province of Entre Ríos.-

ARTICLE 1.- Ratify the agreement signed between the Province, represented by the Secretary of Sports Mr. Sebastián Uranga, and the Municipality of Concordia, by the Municipal President Dr. Francisco Azcue, which consists of six (6) clauses where its contractual conditions are established.
 
ARTICLE 2.- Communicate, publish, register, and in due course, archive-.

DECREE No. 1,527/2024

HAVING SEEN Decree No. 1349/2024 dated September 13 of the current year;  
 
CONSIDERING:
That it establishes a fixed value corresponding to 40% of the 24th category of the Municipal Salary Scale for the inspection auditors of the Commercial municipal tax Department, on the incentive that these agents receive under code 300.
That this fixed value is liquidated under code 887 “EXTRAORDINARY EXPENSES FOR INSPECTION AUDITORS”
That by Resolution No. 201/2024, the discharge of municipal agent CAÑETE, Cristian Sebastián – file No. 2776 from the productivity Agreement of the Directorate of Revenue is ordered.
That based on this, and taking into account that the aforementioned agent is covering the position of Head of the Inspector Corps Division, reporting to the Directorate of Revenue, this Executive Department considers it fair to include him in the benefits of Decree No. 1349/2024. 
That likewise, it is considered pertinent to recognize this agent with a higher percentage than the rest of the inspectors, based on the responsibility and dedication that the position held entails.     
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107 of Law No. 10.027/11 and its amendment Law No. 10.082 - Regime of the Municipalities of Entre Ríos.
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES
 
ARTICLE 1.- Incorporate municipal agent CAÑETE, Cristian Sebastián – file No. 2776 into the benefits of Decree No. 1349/2024, with a percentage corresponding to 65% of category 24 of the Municipal Salary Scale, which is settled under code 887 “EXTRAORDINARY EXPENSES FOR FISCAL INSPECTORS”, by virtue of what is expressed in the preceding consideration, starting from October 1 of the current year.  
 
ARTICLE 2.- Establish that the agent cited in the previous Article shall receive the percentage mentioned therein while holding the position of Head of the Inspector Corps Division, automatically moving to receive the same percentage as the rest of the fiscal inspectors at the moment of ceasing to hold said position.
 
ARTICLE 3.- It is also ordered, for municipal agent CAÑETE, Cristian Sebastián – file No. 2776, the application of Article 2 of Decree No. 1349/2024.
 
ARTICLE 4.- Communicate, publish, let the Payroll Settlement Directorate intervene for its implementation and, in due course, archive.

HAVING SEEN, that the Municipal Treasurer in charge, Mrs. Carmela María Lucrecia Gómez, is returning to her duties and,
 
CONSIDERING:
That the Deputy Treasurer, CPA María Belén Schiappacasse, was in charge of the Municipal Treasury.
That consequently, it is appropriate to proceed with the issuance of this provision.
That the issuance of this measure is carried out in the exercise of the powers emerging from the Organic Law of the Municipalities of Entre Ríos No. 10.027 and amendments.
 
Therefore,
