HAVING SEEN the content of Decrees No. 936/2024 dated August 1, 2024, and No. 1001/2024 dated August 12, 2024, and;
CONSIDERING:
That therein, the personnel in charge of the various Undersecretariats and Directorates reporting to the Secretariat of Human Development are appointed.
That in its Article 12, PAGOLA JAVIER EDUARDO, D.N.I. 23.433.697, personnel file No. 4408, is appointed Director of Institutional Management of the Undersecretariat of Sports, reporting to the Secretariat of Human Development of the Municipality of Concordia, with the rank of Director Level 1.
That in its Article 13, PUPPE NÉSTOR DANIEL, D.N.I. 22.023.588, personnel file No. 2388, is appointed Director of Sports Management of the Undersecretariat of Sports, reporting to the Secretariat of Human Development of the Municipality of Concordia, with the rank of Director Level 1.
That the Municipal Executive Department deems it necessary to repeal Article 12 and Article 13 of Decree No. 936/2024, and Article 65 of Decree No. 1001/2024, as the assigned objectives have been met.
That it is necessary to fill the positions of Director of Institutional Management and Director of Sports Management to ensure the proper functioning of the Undersecretariat of Sports.
That PUPPE NESTOR DANIEL, D.N.I. 22.023.588, personnel file No. 2388, has been appointed effective February 17, 2025, to assume the position of Director of Institutional Management due to his suitability and capability.
That by Decree No. 1001/2024, Article 65, GIMENEZ, MARTINA, D.N.I. 39.029.093, was appointed to the position of Head of the Administrative Department reporting to the Administrative Directorate of the Secretariat of Human Development, and effective February 17, 2025, she has been appointed to assume the position of Director of Sports Management due to her suitability and capability.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107, subsections q) and u) of Law No. 10.027/11 and its amendment No. 10.082/11 - Municipal Regime of Entre Ríos.
Therefore,
THE MUNICIPAL PRESIDENT
DECREES:
ARTICLE 1.- Repeal Article 12 and Article 13 of Decree No. 936/2024, in accordance with what is expressed in the preceding Recital.
ARTICLE 2.- Appoint PUPPE NÉSTOR DANIEL, D.N.I. 22.023.588, personnel file No. 2388, to the position of Director of Institutional Management of the Undersecretariat of Sports, reporting to the Secretariat of Human Development of the Municipality of Concordia, for the performance of the functions assigned in Title III, Chapter III, Article 61 of Ordinance No. 38.363/24. He shall have a Level in accordance with current regulations.
ARTICLE 3.- Repeal Article 65 of Decree 1001/2024 dated August 12, 2024, in accordance with what is expressed in the preceding Recital.
ARTICLE 4.- Appoint GIMENEZ, MARTINA, D.N.I. 39.029.093, to the position of Director of Sports Management of the Undersecretariat of Sports, reporting to the Secretariat of Human Development of the Municipality of Concordia, for the performance of the functions assigned in Title III, Chapter III, Article 62 of Ordinance No. 38.363/24. She shall have the rank of Political Director Level 1 in accordance with current regulations.
ARTICLE 5.- It is ordered that this Decree shall be in effect as of February 17, 2025.

HAVING SEEN the content of Decree No. 903/2024 dated September 27, 2024, and Decree No. 996/2024 dated August 12, 2024, and;
CONSIDERING
That it is appropriate to modify Article 3 regarding the imputation of the expenditure corresponding to the Agreement entered into between the Civil Association Ángeles Callejeros, also known as Volando Alto ONG, and the Municipality of Concordia, which shall read as follows: "Impute the expenses required for the fulfillment of this Agreement entered into between the Civil Association Ángeles Callejeros, also known as Volando Alto ONG, and the Municipality of Concordia, which shall be charged to the items corresponding to the General Budget of the Municipal Public Administration for the relevant Fiscal Year".
That the issuance of the measure is carried out in the exercise of the powers conferred upon the Municipal Executive by Article 107, subsections ñ), q) and u) of Law No. 10.027/11 and its amendment No. 10.082/11 - Municipal Regime of Entre Ríos.

“ARTICLE 3.- Impute the expenses required for the fulfillment of this Agreement entered into between the Civil Association Ángeles Callejeros, also known as Volando Alto ONG, and the Municipality of Concordia, which shall be charged to the items corresponding to the General Budget of the Municipal Public Administration for the relevant Fiscal Year".
ARTICLE 2.- Maintain the remaining content of Decree No. 903/2024 and its amendment, Decree No. 996/2024, in full force.

HAVING SEEN Internal administrative case file 406 "C" 2024 and;
CONSIDERING:
That there is a submission from Agent CARDOZO FRANCISCO ANTONIO, personnel file No. 2269, D.N.I. No. 14.021.081, requesting his resignation from the position in order to qualify for the retirement granted by the Retirement and Pension Fund of the Province of Entre Ríos.
That by Resolution No. 005188 dated October 16, 2024, of the Retirement and Pension Fund of the Province of Entre Ríos, the benefit of Ordinary Common Retirement was granted.
That the Human Resources Directorate reports that this resignation is effective as of January 1, 2025.
That there is an intervention by the Liquidation Directorate reporting that Agent CARDOZO FRANCISCO ANTONIO, personnel file No. 2269, was having the private attachment from the Lago Santiago case deducted until the month of December 2024. He also has a pending private attachment from the Kobrynsky Patricia case.
That the Office of Control of Debts and Special Credits reports that the agent in question has no outstanding debt in Special Credits.
That there is an intervention by the Human Resources Directorate reporting that Agent CARDOZO FRANCISCO ANTONIO, personnel file No. 2269, D.N.I. No. 14.021.081, has been providing services in this Municipality since 07/01/1995. He is classified as Monthly Personnel, Category 21, and reports to the Directorate of Traffic and Transportation of the Secretariat of Government.
That according to Opinion No. 184/2025 of February 7, 2025, it is advised not to apply a deduction on the concept to be received corresponding to Article 77 of the Municipal Classification Ordinance.
That the issuance of the measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107, subsections ñ), q) and u) of Provincial Law No. 10.027, Municipal Regime - amended by Provincial Law No. 10.082, according to the consolidated text of Decree No. 4706/12 of the Provincial Executive Branch.
Therefore;

ARTICLE 1.- Accept as of January 1, 2025, the resignation submitted by Municipal Agent CARDOZO FRANCISCO ANTONIO, File No. 2269, D.N.I No. 14.021.081, due to having qualified for retirement benefits granted by the Retirement and Pension Fund of the Province of Entre Ríos.
ARTICLE 2.- Order the liquidation and payment to former Municipal Agent CARDOZO FRANCISCO ANTONIO, File No. 2269, D.N.I No. 14.021.081, of the subsidy established in Article 77 Bis of Ordinance No. 11.275/49.
ARTICLE 3.- Notify the aforementioned former Municipal Agent through the Human Resources Directorate of the provisions in Article 1 and Article 2 of this Resolution; once done, forward to the Payroll Directorate.
ARTICLE 4.- Communicate, publish, register, and archive in due course.
