The initiative integrates artificial intelligence and technology to provide real-time public transport tracking, optimize routes, and improve road and citizen safety.
Concordia is part of the Coalition of Cities for Artificial Intelligence (CIIAR), a collaborative workspace promoted within the regional program GovTech Connect—funded by BID Lab and executed by the Local Innovation Network (RIL)—alongside 48 municipalities in Argentina, Brazil, Chile, and Uruguay.
Within the framework of a state policy oriented towards urban planning and public innovation, the Municipality of Concordia presented the progress of its urban mobility and artificial intelligence pilot project (Concordia Se Mueve). The pilot test is being developed in conjunction with the technology company Ualabee and has the institutional support of the Local Innovation Network (RIL).
Concordia actively participates in the Coalition of Cities for Artificial Intelligence (CIIAR) in Argentina. CIIAR is one of the core components of GovTech Connect, a regional program funded by BID Lab and executed by RIL that connects 48 local governments in Argentina, Brazil, Chile, and Uruguay with GovTech entrepreneurs and startups to address priority public challenges through the ethical and strategic use of artificial intelligence.
The mayor of Concordia, Francisco Azcué, highlighted the strategic importance of the initiative: “Within the priorities of our administration, urban planning is one of the main ones. Concordia grew in a disorganized manner for many years, and this project represents a very powerful tool to provide predictability, security, and better time management for our residents, especially for the most marginalized sectors.”
INNOVATION AND TECHNOLOGY AT THE SERVICE OF THE RESIDENT
The project encompasses the integration of 4 operating companies, 9 public transport lines, and more than 26 branches under the international open data standard (GTFS). Currently, Line 2 operates with real-time tracking, and four additional lines are advancing in their technical integration through GPS access.
Among the main functions and benefits of the project are:
● Real-time tracking and information: Users can check the location of the unit and the exact arrival time at the stop on their devices.
● Unified trip planner: The tool will be integrated directly into an app that the municipality is developing, unifying information from all companies into a single platform to avoid the use of multiple applications.
● Intelligent traffic management: Through the strategic alliance with Waze, the municipality can monitor traffic incidents in real time and issue official alerts regarding roadworks and detours.
ECOSYSTEMIC APPROACH AND PUBLIC-PRIVATE ARTICULATION
Hernán Contreras, Coordinator of CIIAR Argentina at RIL, emphasized that the purpose of the GovTech Connect program is to dynamize the ecosystem by bringing together technological supply (startups and SMEs) with government demand to improve the quality of life of the citizenry.
For their part, the Ualabee technical team valued the multi-stakeholder work model between the municipality, local GPS providers, and transport companies. Digitization and predictability not only improve the travel experience for users but also promote greater operational efficiency that encourages the use of public transport and contributes to the sustainability of the service.
ABOUT GOVTECH CONNECT AND CIIAR
GovTech Connect is a regional program promoted by BID Lab and executed by the Local Innovation Network (RIL) to articulate GovTech ecosystems in Argentina, Brazil, Chile, and Uruguay. Through Cities for Artificial Intelligence (CIIAR), the initiative supports 48 local governments in identifying public challenges, strengthening technical capacities, and designing AI pilot projects aimed at transforming public management and community services.
