“Transparency and efficiency standards have been raised. This is here to stay. We have embarked on a one-way path in the state modernization process, eliminating paper and digitizing administrative processes,” stated Mayor Azcué.
As of January 1, 2025, the Municipality of Concordia began the implementation of GESCOM, an innovative digital system that completely transforms the purchasing and contracting process. For the first time, all acquisitions are managed 100% digitally, eliminating physical administrative case files and establishing a new standard of transparency and efficiency.
The launch of this system was formalized through Ordinance No. 34,698. This change not only streamlines internal procedures, but also provides greater accessibility to suppliers and strengthens control mechanisms.
With GESCOM, suppliers receive digital invitations to participate in purchasing processes, either by email if they are registered or through the municipal website if they are not yet. Offers are also submitted digitally, optimizing times and ensuring a clear and secure record. In addition, the opening of envelopes is carried out in a controlled manner using individual passwords provided to each supplier, reinforcing the security of the process.
The development of this system required more than a year of joint work between the Purchasing and Supplies Directorate and the IT department, in an unprecedented effort to transform the municipality's administrative management. Currently, the system is in full implementation and optimization stage, ensuring its correct operation and adapting it to the real needs of the municipality and its suppliers.
For this reason, training was carried out for officials and administrative staff from the different areas of the Municipality.
“STATE MODERNIZATION IS HERE TO STAY”
Mayor Francisco Azcué pointed out that the goal of the administration is to advance in the consolidation of GESCOM, “the most important thing in all of this being the human resource, which is why our commitment is to continue with this type of training to achieve this goal. This system is a milestone in our city and was achieved with municipal resources, with great work from the municipal staff.”
“With this, transparency and efficiency standards have been raised. This is something that is here to stay. We have embarked on a one-way path in the state modernization process, eliminating paper and digitizing administrative processes because this allows us to spend less, speed up times, and take care of the resources of the residents of Concordia,” highlighted Azcué.
Pablo Ferreyra, Secretary of Cabinet Coordination and Treasury, stated that GESCOM “is one of the most complete and ambitious systems in the country. It was a decision of the Mayor who, from the first day, proposed and maintained that we have human resources and highly competitive teams to provide a quality service for the community.”
“We aim to have the best administration so that the provision of services can be streamlined. The success of this depends on the commitment that each of us puts in from the place we occupy, which is why I am grateful that you are part of this training so that together we can contribute and improve whatever is necessary,” concluded Ferreyra.
