The Municipality of Concordia takes a historic step in the modernization of its management with the implementation of GESCOM, an innovative digital system that completely transforms the purchasing and contracting process. For the first time in the municipality's history, all acquisitions are managed 100% digitally, eliminating physical administrative case files and establishing a new standard of transparency and efficiency.
Pablo Ferreyra, Secretary Coordinator of Cabinet and Treasury, underscored the importance of this advancement: “At the request of mayor Francisco Azcué, we are working to establish modern, clear, and updated norms and procedures that guarantee transparency and effective controls. The implementation of GESCOM is a fundamental step on that path”.
The launch of this system was formalized through Ordinance No. 34,698, allowing all purchases to be processed exclusively in digital format since January of this year. This change not only streamlines internal procedures, but also provides greater accessibility to suppliers and strengthens control mechanisms.
DIGITAL TRANSFORMATION FOR GREATER EFFICIENCY AND TRANSPARENCY
With GESCOM, suppliers receive digital invitations to participate in purchasing processes, either by email if they are registered or through the municipal website if they are not yet. Offers are also submitted digitally, optimizing times and ensuring a clear and secure record. In addition, the opening of envelopes is carried out in a controlled manner using individual passwords provided to each supplier, reinforcing the security of the process.
A TECHNOLOGICAL CHALLENGE THAT MARKS A BEFORE AND AFTER
The development of GESCOM required more than a year of joint work between the Purchasing and Supplies Directorate and the IT department, in an unprecedented effort to transform the municipality's administrative management. Currently, the system is in the full implementation and optimization stage, ensuring its correct operation and adapting it to the real needs of the municipality and its suppliers.
For her part, Patricia Miranda, Director of Purchasing and Supplies, noted: “the complete digitalization of municipal purchases is a milestone for Concordia. This process not only improves processing times, but also facilitates interaction with suppliers and ensures more efficient management of public resources”.
Likewise, Ferreyra highlighted: “We know that every transformation requires adaptation, but the response from our team and the suppliers has been excellent, which motivates us to continue advancing in this direction. We achieved excellent coordination work with the different cabinet areas, a transversal work that allowed the project to be implemented successfully.
With this unprecedented change, the Municipality of Concordia positions itself at the national level at the forefront of administrative modernization, betting on innovation and transparency in public management.
