This Tuesday, an agreement was signed between the Municipality of Concordia, represented by Mayor Francisco Azcué, and the Departmental Directorate of Schools to jointly implement the “Municipal Program for Comprehensive Health and Healthy Bonds: An intersectoral prevention device in the educational field”.
The objective is to implement prevention workshops aimed at primary and secondary school students in the Concordia department, complementarily training teaching staff in technical tools for early detection and institutional support, and thus guarantee a comprehensive approach to issues such as mental health, the strengthening of socio-emotional skills, the prevention of school bullying, and problematic consumption in educational communities, among others.
The initiative is carried out through the Directorate of Social Strengthening Policies, belonging to the Secretariat of Health, in coordination with the Undersecretariat of Education and Culture, dependent on the Secretariat of Human Development, with reach to educational establishments, both public and public-private, of Primary Level (2nd Cycle) and Secondary Level (Basic Cycle and Oriented Cycle). The call also reaches civil society institutions and public entities that require group preventive approaches.
PREVENTION
Anabel Vergara, Director of Social Strengthening Policies, highlighted “that given the need to work on mental health prevention, we have coordinated with the Departmental Directorate to be able to go to schools with talks and activities to be developed, both with students and teachers, on different issues that may occur within the school environment”.
The axes of the meetings will be linked “to bullying, coexistence, and problematic consumption, in order to prevent problems that later end in pathologies. We have very good expectations of what we can work on from now on,” remarked Vergara.
For his part, the Departmental Director of Schools in Concordia, Alejandro Ramírez, after highlighting the signing of the agreement, maintained that in the school environment “there are problems for which teachers must be prepared and students as well, since they often need help and perhaps do not find the way to channel it. Starting from these talks, they will have many tools at their disposal”.
MODULES
The program is divided into three modules:
Module 1: Caring Bonds. Workshop for the second cycle of primary and secondary level. It addresses school harassment (bullying), cyberbullying, and early detection of grooming, focusing the work on the role of peer group spectators under the framework of laws 26.892 and 10.286.
Module 2: Life Projects. Workshop for the sixth grade of primary and secondary level on psychosocial risk factors, problematic substance use, and compulsive gambling on digital betting platforms (virtual gambling addiction), in accordance with laws 26.657, 26.934, and 10.445.
Module 3: Tools for Early Detection. Pedagogical-legal athenaeum aimed at management teams, teachers, preceptors, and Educational Orientation Teams (EOE). It instructs on the clinical-pedagogical differentiation between internalizing and externalizing symptomatology, guidelines for drafting institutional records with descriptive objectivity, the scope of the duty of supervision established by Article 1767 of the Civil and Commercial Code of the Nation, and the application of the referral circuits provided for in CGE Resolution No. 115/26 (Institutional Roadmap).
Although the letter of commitment formalizes the protocol for access to educational establishments, the call also reaches civil society institutions and public entities that require group preventive approaches, such as sports institutions, training academies, non-governmental organizations (NGOs), and security force dependencies.
Interested institutions must send their formal request to the Directorate of Social Strengthening Policies via email at fortalecimiento.prevencion@gmail.com or contact the telephone lines +54 9 345 408 462 and 421 6550.
