The Municipality of Concordia has launched the Public Bidding process No. 47/2026 for the contracting of the Urban Solid Waste (RSU) collection service. The procedure will be carried out under the public bidding modality, with electronic submission of offers and technical and economic evaluation criteria, guaranteeing transparency, competition, and equal opportunities for bidders.
The contract contemplates the comprehensive provision of the collection, transport, and unloading service of urban solid waste for a period of four years, with an official budget of $16,320,000,000 for the entire period, taxes included.
The opening of the offers will take place on August 13 at 10:00 AM, while the reception of proposals will remain open until 9:30 AM on that same day.
The call establishes that interested companies must submit their offers exclusively through the Municipality's digital supplier platform, using an encrypted file system that protects the confidentiality of the proposals until the moment of opening. Likewise, they must establish the guarantees provided for in the specifications to ensure the maintenance of the offers and compliance with the contract.
The service will cover the eight operational zones of the city that are currently outsourced, also incorporating the expansion of coverage in 65 blocks of the Pampa Soler neighborhood. The specifications set specific frequencies for each sector, including daily collection in educational establishments and at the Delicia Concepción Masvernat Hospital, in addition to the usual service in the different neighborhoods of Concordia.
The selection of the awarded company will not be defined solely by the offered price. The Evaluation Commission will also analyze fundamental technical aspects such as the age and availability of the fleet, accredited experience, economic solvency, quality and environmental management certifications, the operational plan, contingency protocols, and satellite monitoring systems, among other requirements established in the specifications.
In addition, the company that is awarded the contract must guarantee the continuous, regular, and efficient provision of the service throughout the duration of the contract, comply with labor, environmental, and safety regulations, maintain permanent control and traceability systems, facilitate municipal inspection tasks, and reinforce human and material resources when the needs of the service so require, without this representing additional costs for the Municipality.
The Municipality highlighted that this process seeks to ensure the continuity and quality of an essential service for all residents of Concordia, through an open, competitive, and transparent procedure, with clear rules for participants and control mechanisms during all stages of the contracting.
