ARTICLE 1.- Approve the modification to the General Budget of Expenses and Resource Calculation of the Decentralized Sanitary Works Entity for the 2024 Fiscal Year, as provided in the following articles.-
ARTICLE 2.- Increase the Expense Budget of the Decentralized Sanitary Works Entity for the 2024 Fiscal Year by the sum of SEVEN HUNDRED SEVENTY-FIVE MILLION PESOS WITH 0/100 ($775,000,000) for the purposes indicated in the analytical spreadsheets that are attached and which become part of this Ordinance.-
ARTICLE 3rd.- Increase the Resource Calculation of the Decentralized Sanitary Works Entity by the sum of SEVEN HUNDRED SEVENTY-FIVE MILLION PESOS WITH 0/100 ($775,000,000) intended to cover the expenses set by Article 2 of this Ordinance, in accordance with the summary indicated below and the detail appearing in the Annex Tables that become part of this Ordinance.-

ENACTS THE FOLLOWING
ORDINANCE
ARTICLE 1.- REPEAL Ordinance No. 33.047/05 and its amendment Ordinance No. 33.260/06, which authorize the Municipal Executive Department to grant in commodatum to Mr. Elvio Ramón Segovia for a term of fifteen (15) years, the municipal property located in the northern area of the city, included within Chacra XIV, Plot 6, Municipal Entry No. 49.140, Provincial Entry No. 134.079, Survey Plan No. 1.016 and proceed with the restitution of the land in favor of the Municipality of Concordia, in accordance with the grounds of this document.-
ARTICLE 2.- REPEAL Ordinance No. 33.255/06 which authorizes the Municipal Executive Department to grant in commodatum for a term of 5 years to Ms. Claudia P. Duarte, a fraction in the western part of the property specified in the preceding paragraph and proceed with the restitution of the land in favor of the Municipality of Concordia, in accordance with the grounds of this Regulation.-
ARTICLE 3°.- URGE the Municipal Executive Department, as established by Decree No. 670/21, to take the necessary measures and formally notify the occupants of the municipal property specified in the preceding articles, that they must return the occupied premises within the period deemed appropriate, leaving the legal channels available to this Municipality open.-

ORDINANCE BUDGET OF THE DECENTRALIZED SANITARY WORKS ENTITY.-
THE DELIBERATIVE COUNCIL OF Concordia
ENACTS THE FOLLOWING
ORDINANCE
ARTICLE 1.- Approve the General Budget of the Decentralized Sanitary Works Entity for the 2025 Fiscal Year, as provided in the following Articles.-
ARTICLE 2.- Set the Expense Budget of the Decentralized Sanitary Works Entity for the 2025 Fiscal Year at the sum of NINE BILLION FIVE HUNDRED MILLION PESOS ($ 9,500,000,000.-) for the purposes indicated in the Annex Tables that become part of this Ordinance.-
ARTICLE 3°.- Estimate the Resource Calculation of the Decentralized Sanitary Works Entity at the sum of NINE BILLION FIVE HUNDRED MILLION PESOS ($ 9,500,000,000.-) intended to cover the expenses set by Article 2 of this Ordinance, in accordance with the detail appearing in the Annex Tables that become part of this Ordinance.-
ARTICLE 4.- Provide that the estimated financial result, as a consequence of what is established in Articles 2 and 3 of this Ordinance, in the sum of FOUR BILLION FOUR HUNDRED MILLION PESOS ($ 4,400,000,000.-) will be covered with Financing, in accordance with the summary indicated below and the detail appearing in Table I of the annex cited above.-
Current Resources $ 5,100,000,000.-
Financing without Allocation $ 4,154,683,155.
Financing with Allocation $ 245,316,845.
$ 9,500,000,000.
ARTICLE 5.- Authorize the Decentralized Sanitary Works Entity to expand the Expense Budget and the Resource Calculation that make up this Ordinance due to new and higher revenues with specific allocation, including those originating from Laws, Ordinances, Decrees and Agreements with third parties, within the framework of special legislation, and must communicate the decision to carry out such expansions to the Deliberative Council.-
ARTICLE 6.- Authorize the Decentralized Sanitary Works Entity to expand the Expense Budget and the Resource Calculation that make up this Ordinance, incorporating the balances allocated at the beginning of the Fiscal Year.-
ARTICLE 7.- Authorize the Decentralized Sanitary Works Entity to carry out transfers of Personnel Items in exceptional cases and when considered necessary, in order to be able to record the imputation of salaries when those items have insufficient balances and always with credits from other personnel items and informing the Deliberative Council immediately.
