ENACTS THE FOLLOWING
ORDINANCE
ARTICLE 1.- Authorize the Municipal Executive Department to accept the donation with charge and conditions of a property in favor of the Municipality of Concordia, located on Public Street, identified cadastrally in the Concordia Department – Concordia Ejido – Chacras Zone – Chacra 15 – Lot 3 -, Under Registration No. 123,001, Provincial Record No. 51,240, Municipal Record No. 50,056, with a total area of ONE HECTARE, NINETY-ONE ARES, SEVENTY-FIVE CENTIARES (1ha 91a 75ca), registered in the name of GALIMBERTI Héctor Rubén, in accordance with the grounds set forth in this Ordinance.
ARTICLE 2°.- Authorize the Municipal Executive Department to accept the donation with charge and conditions of a property in favor of the Municipality of Concordia, located on Public Street, identified cadastrally in the Concordia Department – Concordia Ejido – Chacras Zone – Chacra 15 – Lot 4 -, Under Registration No. 123,002, Provincial Record No. 51,695, Municipal Record No. 50,054, with a total area of ONE HECTARE, SIXTY-SIX ARES, FIFTY CENTIARES (1ha 66a 50ca), registered in the name of GALIMBERTI Héctor Rubén, in accordance with the grounds set forth in this Ordinance.
ARTICLE 3.- Establish that the donations referred to in the preceding articles are made with the charge and condition of allocating the properties, essentially, to the assistance of children in vulnerable situations, guaranteeing their comprehensive care in terms of health, education, food, and support, in accordance with the specifications established in the donation request submitted by Mr. GALIMBERTI Héctor Rubén.

ENACTS THE FOLLOWING
ORDINANCE
ARTICLE 1.- Authorize the use of an existing green space in the parking lot of the Concordia Convention Center, located at 1333 Próspero Bovino Ave., for the purpose of placing there a bronze sculpture called “Scyther” corresponding to the figure of a cosplayer dog, designed and created by Mr. Caiden Mikael Dri, as well as a cement base in the form of a stepped column.
ARTICLE 2.- Notify the Secretariat of Public Works.

HAVING SEEN Internal Administrative case file 1689 "D" 2025/2212 "D" 2025 2458 "D" 2025, and;
CONSIDERING:
That on page 1 of internal administrative case file 2458 "D" 2025 there is a note from the Human Resources Directorate requesting the attendance records of Municipal Agent RIFFEL FLORENCIA AGUSTINA, File No. 6093, as she presented days of unjustified absences, namely six (6) days absent in June/25, and the entire period of July and August 2025.
That there are attendance records for the period of June/2025 and July/2025 for the agent in question where abnormalities are present.
That there is an intervention by the Human Resources Directorate reporting that Agent RIFFEL FLORENCIA AGUSTINA, File No. 6093, D.N.I. No. 37,565,533, has been providing services in this Municipality since 12/01/2017. She is listed as Monthly Staff, Category 11°, and depends on the Bus Terminal Operational Unit of the Transit and Transport Directorate under the Secretariat of Government. Her service record shows no disciplinary history.
That there is an intervention by the Disciplinary Tribunal advising the instruction of an Administrative Summary against the monthly agent RIFFEL, FLORENCIA AGUSTINA, File No. 6093, for presumably not having attended her usual place of work to provide services for a period exceeding fifteen days of absence in the year, without having reliably justified her actions and allegedly violating the obligations that all personnel of the Municipal Administration must fulfill; conduct that would be prima facie, included in article 16° subsections a), d); and article 31° subsection a) of Ordinance No. 11,275/49 and its amendments.
That there is opinion 1674/2025 issued by the Legal Affairs Directorate dated October 07, 2025, agreeing with what was requested by the Disciplinary Tribunal and advising that Dr. Gisela Trentin be appointed for its instruction.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107° of Provincial Law No. 10,027 and its amending Law No. 10,082 — Regime of Municipalities of Entre Ríos — according to T.O. Decree No. 4708/12 of the Provincial Executive Power.
Therefore;
THE MUNICIPAL PRESIDENT
DECREES
ARTICLE 1.- Order the instruction of an Administrative Summary against Agent RIFFEL FLORENCIA AGUSTINA, D.N.I. No. 37,555,533, File No. 6093, dependent on the Bus Terminal Operational Unit of the Transit and Transport Directorate of the Secretariat of Government for presumably not having attended her usual place of work to provide services during six (6) days absent in June 2025, the entire period of July and August of the current year, without having reliably justified her actions and allegedly violating the obligations that all personnel of the Municipal Administration must fulfill; conduct that would be prima facie, included in article 16° subsections a), d); and article 31° subsection a) of Ordinance No. 11,275/49 and its amendments which states verbatim “…Causes for separation from employment are a)- unjustified absence exceeding fifteen working days in the year”.
