ORDINANCE GENERAL BUDGET OF EXPENSES AND CALCULATION OF RESOURCES FOR THE 2026 FISCAL YEAR
 
THE DELIBERATIVE COUNCIL OF Concordia
ENACTS THE FOLLOWING
ORDINANCE
 
ARTICLE 1.- Approve the General Budget of the Municipal Administration for the 2026 fiscal year as provided in the following Articles.
 
ARTICLE  2nd.- Approve in the sum of ONE HUNDRED TWENTY-FOUR BILLION PESOS ($ 124,000,000,000) the Expense Budget of the Municipal Administration for the 2026 Fiscal Year, intended for the purposes indicated in Table 2, which is attached and becomes part of this Ordinance.
 
ARTICLE  3rd.- Approve in the sum of ONE HUNDRED TWENTY-FOUR BILLION PESOS ($ 124,000,000,000) the Calculation of Resources of the Municipal Administration for the 2026 fiscal year, intended to cover the expenses set by Article 2 of this Ordinance, in accordance with the summary indicated below and the detail appearing in Table 1, which is attached and becomes part of this Ordinance.

ARTICLE 4.- Authorize the Executive Department so that each time the transfer of persons is carried out, it is performed with the corresponding expense items, transferring the budgetary items that correspond to said effects, in accordance with what is established in the last paragraph of Article 155 of Law 10.027, immediately informing the Deliberative Council for its knowledge.
 
ARTICLE 5.- Authorize the Executive Department to carry out transfers of Personnel Items in exceptional cases and when considered necessary, for the purpose of being able to register the imputation of salaries when those items have insufficient balances and always with credits from other personnel items, which must be countersigned by the Secretaries whose items were affected, in accordance with what is established in the last paragraph of Article 155 of Law 10.027, immediately informing the Deliberative Council for its knowledge.
 
ARTICLE 6.- Authorize the Executive Department, upon prior knowledge of the Deliberative Council, to carry out transfers of items between the different jurisdictions within the Capital Expenditures, when considered necessary and always with credits from other items of the same sector, which must be countersigned by the Secretaries whose items were affected, immediately informing the Deliberative Council for its knowledge.
 
ARTICLE 7.- Authorize the Executive Department, upon prior knowledge of the Deliberative Council, to transfer the budgetary credits assigned to cover the payment of Amortization and Interest on Financial Debts that is planned to be carried out in this fiscal year, in the event that said payment is not due in this fiscal year, or that it is not due in its entirety because those debts are incorporated into refinancing regimes or others, allocating those amounts to reinforce the budgetary credits of the Physical Investment items, in accordance with what is established in the last paragraph of Article 155 of Law 10.027.
 
ARTICLE 8.- Empower the Municipal Executive Department to expand the Expense Budget and the Calculation of Resources that make up this Ordinance for new and greater income with specific allocation, including those originated by Laws, Decrees and Ordinance or Agreements with third parties, within the framework of special legislation, having to previously communicate the decision to carry out such expansions to the Deliberative Council.
 
ARTICLE 9.- Empower the Municipal Executive Department to expand the Expense Budget and the Calculation of Resources that make up this Ordinance by incorporating the balances affected at the beginning of the Fiscal Year.
 
ARTICLE 10.- The Item corresponding to Additional Credit to finance current expenditures shall be used solely to finance items in the Operation and Transfers Headings, upon prior report to the Deliberative Council for its knowledge.
 
ARTICLE 11.- Empower the Municipal Executive Department to expand the Expense Budget and the Calculation of Resources that make up this Ordinance, in the event of registering higher income than those foreseen in this one, provided that the destination of the expense corresponds to capital expenditures, upon prior report to the Deliberative Council for its knowledge.
 
ARTICLE 12.- In order to guarantee a correct execution of the Budget that is approved and to make the expected results compatible with the available resources, all dependencies of the Municipal Administration must program for each four-month period of the 2026 Fiscal Year the physical and financial execution of their budget following the rules and procedures established by the Municipal Executive Department through the Secretariat of Cabinet Coordination and Treasury.
 
ARTICLE 13.- Empower the Executive Department to carry out the pertinent budgetary adjustments for the purpose of complying with the operation of the Credit approved by Ordinance No. 36.174 within the framework of Provincial Law 10.480.
 
ARTICLE 14.- Non-compliance with the rules and instructions established by the Executive Department through the Secretariat of Cabinet Coordination and Treasury regarding the Programming of budgetary execution referred to in this ordinance will give rise to the non-approval of the commitments assumed by the corresponding department.
 
ARTICLE 15.- Communicate, publish, register and archive.

HAVING SEEN
Ordinance No. 36025/2017 adhering to National Law No. 26370 which establishes the rules for the authorization of personnel who perform admission and permanence control tasks for the general public at public events and shows,
 
CONSIDERING:
The Municipal Prevention and Security Directorate, dependent on the Undersecretariat of Citizen Security, in its role as the enforcement authority of the aforementioned Ordinance, has carried out the training corresponding to the year 2025, authorizing new Admission and Permanence Control Agents for Public Shows (ACAP) and renewing the credentials of those who already possessed them.
With the objective of adequately complying with the publicity of the Registry managed by the enforcement authority, it is pertinent to incorporate an Annex to this document, in which the authorized ACAPs are detailed. This Annex must be updated annually.
That for this reason it is considered pertinent to issue this provision.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Provincial Law No. 10.027 Municipal Regime -modified by Provincial Law No. 10.082; according to T.O Decree No. 4706/12 of the Provincial Executive Power.

ARTICLE 1.- Repeal Decree No. 1.544/2024.-
 
ARTICLE 2.- Order that the persons listed in the list that as Annex No. 1 forms part of this document, which will be updated annually for the purposes of the publicity of the Registry, be authorized as ACAP, valid until October 31, 2026.

DECREE No. 1.238/2.025
Concordia, October 31, 2025
 
WHEREAS  on November 6, 2025, at 19:00 hours, the Assembly for the Election of Members of the Municipal Loan Fund, Mixed Economy Society, will be held, and,
 
CONSIDERING:
That in said assembly   the simultaneous election of two (2) Regular Members and one (1) Alternate Member will proceed, in accordance with the provisions of Article 9 of the Bylaws.
That, likewise,  two (2) shareholders shall be appointed to approve and sign the minutes.
That it is necessary   to proceed  accordingly  to appoint the representative of the Municipality of Concordia to attend the Assembly for the Election of Members.
That the Undersecretary of  Treasury and Modernization, Accountant Claudio Fabián Bastida, has been appointed by this Municipal Executive Department to attend the same.
That consequently, the issuance of this administrative act is appropriate.
That the issuance of this measure is carried out in the exercise  of the powers conferred upon the Municipal Executive Department by Article 107, subsections b), h), and u) of  Law No.  10,027 - Regime  of the Municipalities  of Entre Ríos  and its amendments,

DECREES
 
ARTICLE 1.- Appoint the Undersecretary of  Treasury  and Modernization, Accountant Claudio  Fabián Bastida, to attend the Assembly for the Election of Members to be held on Thursday, November 6, at 19:00 hours at the Convention Center  of Concordia (C.C.C.), for the purpose of addressing the Agenda established in the call made in due course, in full compliance with the provisions of the current legal and statutory regulations.
 
ARTICLE 2.-  Register, communicate,- publish, submit to the  Government Secretariat and file in due course.-
