WHEREAS: The proceedings contained in administrative case file No. 632/S/2025 through which municipal agent SERRANO FABIO NORBERTO, Personnel File No. 3123, requests the benefit provided for in Article 1 of Ordinance No. 34,691 (consolidated text according to the amendment introduced by Ordinance No. 36,077), and
 
CONSIDERING
That the aforementioned regulation establishes that municipal personnel who have completed 25 years of computable service in the municipality and are five (5) years away from accessing ordinary or special retirement, may request the Executive Department for the assignment of categories once, in accordance with the annex that is part of the cited ordinance.
That the Legal and Technical Undersecretariat points out in its report on page 22 that the agent does not meet all the requirements demanded by the invoked regulation, as arises from the calculation made based on their entry into permanent staff.
That the time of services rendered under service contracts is not computable for the purposes of the category assignment regime, given that such modality is not covered by the specific regulations of public employment.
That accepting the calculation of the period in which the agent rendered services as a contractor with contributions would imply erasing the legal difference between a contract and performance in permanent staff, which would distort the salary scale regime and affect the principle of legality that must govern administrative activity.
That, consequently, it is appropriate to annul Decree No. 1,011/2025 and dismiss the agent's petition.
That the issuance of this document is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107, subsections ñ), m) and u) of Law No. 10,027 and its amendments —Municipal Regime.
 
THEREFORE,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1°.- Annul Decree No. 1,011/2025.
 
ARTICLE 2.- Dismiss the request of agent SERRANO FABIO NORBERTO, Personnel File No. 3123, aimed at obtaining the benefit provided for in Article 1 of Ordinance No. 34,691 (consolidated text according to the amendment introduced by Ordinance No. 36,077).
 
ARTICLE 3.-  Forward to the Payroll Liquidation Directorate for its knowledge.
 
ARTICLE 4.-  Notify the interested party through the Mass Notifications Department, Health Secretariat and Human Resources Directorate for its knowledge and subsequent filing in the interested party's personal file.
 
ARTICLE 5°.- Communicate, publish, register and archive.

DECREE No. 011/2026.
Concordia, January 07, 2026.
 
WHEREAS, that through Decree No. 996/2025, Lic. Laureano Schvartzman Lugrin was appointed as Executive President of EMCONTUR and;
 
CONSIDERING:
That by means of a note dated December 15, 2025, Mr. Laureano Schvartzman Lugrin presented his resignation for personal reasons.
That due to the above, this Executive Department thanks Mr. Laureano Schvartzman Lugrin for having performed the required functions with responsibility and diligence.
That due to the resignation of Lic. Laureano Schvartzman Lugrin, the Executive Presidency of EMCONTUR has become vacant.
That due to the above, the Executive Department deems the appointment of Lic. María Belén Schauvinhold, who meets the aptitudes required for the position, to be pertinent.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107, subsections b), h) and u) of Law No. 10,027, Municipalities Regime of Entre Ríos.

DECREES
 
ARTICLE 1.- Accept, as of January 5, 2026, the resignation from the position of Executive President of EMCONTUR presented by Lic. Laureano Schvartzman Lugrin, appointed through Decree No. 996/2025.
 
ARTICLE 2.-  Thank Lic. Laureano Schvartzman Lugrin for the performance and dedication to the functions assigned in a timely manner.
 
ARTICLE 3.-  Annul subsection B) of Article 1 of Decree No. 996/2025, due to what is stated in the preceding considerations.
 
ARTICLE 4.-  Appoint, as of January 5, 2026, Lic. María Belén Schauvinhold, DNI No. 32,072,075, as Executive President of the Board of Directors of the Ente Mixto Concordiense Turismo (EMCONTUR).
 
ARTICLE 5.- For the purposes of its acknowledgment, forward to EMCONTUR, to the Human Resources Directorate; once completed, forward to the Payroll Liquidation Directorate for the purposes provided in this Decree.
 
ARTICLE 6.- Communicate, publish, register and archive.

WHEREAS, the proceedings contained in Internal Administrative Case File No. 35 Letter “U”/2025, and;
 
CONSIDERING: 
That on page 1, the Monthly Agent NILDA GLADYS UGARTE, D.N.I. No. 14,355,166, Personnel File No. 3338, presents her resignation from the position as of January 1, 2026, to avail herself of the benefits of Disability Retirement, granted by the Retirement and Pension Fund of Entre Ríos.
That on pages 2 and 2 verso, there is a copy of Resolution No. 006379, dated 10/23/2025, from the Retirement and Pension Fund of Entre Ríos, granting the benefit of Disability Retirement to Agent NILDA GLADYS UGARTE.
That on page 4, the Payroll Liquidation Directorate communicates that the aforementioned Agent has no active or pending attachment.
That on page 5, the Special Credit Debt Control Officer communicates that the agent in question does not record, to date, debts regarding Special Credits (salary advance).
That on page 6, the Human Resources Directorate reports that Agent NILDA GLADYS UGARTE, D.N.I. No. 14,355,166, Personnel File No. 3338, has provided services in this Municipality since June 01, 2003. She serves as monthly personnel in category 22 of the Municipal Salary Scale. Dependent on the Secretariat of Public Works, Directorate of Administration and Dispatch. Said agent would have pending 30 (thirty) days of leave from the year 2024, 30 (thirty) days of leave from the year 2025. It also communicates that:
“-Article 77 Bis of Ordinance No. 11,275/49 establishes: “In the event of retirement, employees who provide proof of the effective granting thereof, within a period of 90 (ninety) days from the date it is granted, shall be entitled to a subsidy equivalent to three basic salaries corresponding to the 20th category.”
That on page 6, by means of Opinion No. 2178/25 dated 12/17/25, the Directorate of Legal Affairs communicates: “… this Directorate of Legal Affairs has no legal objection to formulate regarding the acceptance of the resignation of the aforementioned agent.-
Likewise, it understands that it is appropriate to authorize the payment of pending leave; 30 (thirty) days of leave for the year 2024, 30 (thirty) days of leave for the year 2025, and the subsidy provided for in Art. 77 bis of Ordinance No. 11.275/49.-“.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107 of Law No. 10.027/11 and its amendment Law No. 10.082 - Regime of the Municipalities of Entre Ríos. According to the consolidated text of Decree No. 4706/12 of the Provincial Executive Power.

DECREES:
 
ARTICLE 1.- Accept as of January 1st, 2026, the resignation submitted by the Monthly Agent NILDA GLADYS UGARTE, D.N.I. No. 14.355.166, File No. 3338, to avail herself of the benefits of Disability Retirement, granted by the Retirement and Pension Fund of Entre Ríos.
 
ARTICLE 2.- Order the payment of 30 (thirty) days of leave for the year 2024, 30 (thirty) days of leave for the year 2025, and the retirement subsidy established in Article 77 Bis of Ordinance No. 11.275/49, corresponding to three (3) basic salaries of the 20th category, in favor of the Agent NILDA GLADYS UGARTE, D.N.I. No. 14.355.166, File No. 3338.
 
ARTICLE 3.- Notify, let the Directorate of Human Resources take note, then forward to the Directorate of Payroll Liquidation, for its purposes.
 
ARTICLE 4.- Communicate, publish, register and, in due course, archive.

HAVING SEEN the transfer requested by the Monthly Agent BRIAN ADRIAN NICOLAS MEZA, File No. 6938,
D.N.I. No. 40.805.702, in internal administrative case file No. 105 “M”/2025, and;
 
CONSIDERING:
That the Monthly Agent BRIAN ADRIAN NICOLAS MEZA, File No. 6938, reporting to the Secretariat of Public Works, requests his transfer to the Undersecretariat of Citizen Security reporting to the Secretariat of Government.
That the Secretariat of Public Works and the Undersecretariat of Citizen Security have expressed that there are no objections to the transfer of the interested party.
That on page 4, the Directorate of Human Resources reports that the Monthly Agent BRIAN ADRIAN NICOLAS MEZA, File No. 6938, has been providing services in this Municipality since October 01, 2023.
He serves as Monthly personnel – 5th category. He reports to the Secretariat of Public Works.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107 of Law No. 10.027/11 and its amendment Law No. 10.082 - Regime of the Municipalities of Entre Ríos. According to T.O. Decree No. 4706/12 of the Power
Executive Branch.
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Remove from the Secretariat of Public Works the Monthly Agent BRIAN ADRIAN NICOLAS MEZA, File No. 6938, D.N.I. No. 40.805.702, for the reasons invoked in the recitals of this document.
 
ARTICLE 2- Assign the Agent indicated in ARTICLE 1 to the Undersecretariat of Citizen Security reporting to the Secretariat of Government.
 
ARTICLE 3-  Charge what is approved in ARTICLE 2 to the budget item: 3.2.90.01.01.01/01 SECRETARIAT OF GOVERNMENT.
 
ARTICLE 4°.- Forward to the Directorate of Human Resources, for its knowledge, registration and notification; once completed, inform the Directorate of Payroll Liquidation, Secretariat of Public Works and Undersecretariat of Citizen Security. In due course, archive as a record in the personal file of the agent in question.
 
ARTICLE 5- Communicate, publish, register, and duly archive.
