The initiative includes significant benefits for regularizing debts of the Commercial municipal tax, a six-month suspension of new precautionary measures, a six-month exemption for new ventures, expansion of the simplified regime for small taxpayers, and an exemption on the Sanitary Services municipal tax for garages and storage units. The 2027 Tax Ordinance project was also submitted, proposing a general update of 28%, below the projected inflation.
The Municipality of Concordia submitted two ordinance projects to the Deliberative Council that are part of the policy of responsible administration of public resources and support for local economic activity: the Comprehensive Fiscal Relief and Economic Activity Promotion Program and the Tax Ordinance corresponding to the 2027 fiscal year.
The fiscal relief initiative constitutes one of the main tools proposed by the Executive branch to support merchants, industrialists, service providers, and small entrepreneurs, facilitating the regularization of their municipal obligations and generating better conditions to sustain existing activities and launch new businesses.
A PROGRAM WITH CONCRETE BENEFITS FOR THE COMMERCIAL SECTOR
The Comprehensive Fiscal Relief Program includes five main measures.
Facilities to regularize debts of the Commercial municipal tax. An extraordinary regime is proposed so that taxpayers can get up to date with their obligations due up to the September 2026 installment inclusive. The benefit includes significant discounts on interest and fines, depending on the chosen payment method.
The regime does not contemplate the reduction of the owed capital and, according to the project, will be in effect until March 31, 2027, with the possibility of extension by the Executive branch.
Six months without new precautionary measures for Commercial municipal tax debts.
The project establishes the suspension, for six months, of the request for new precautionary measures in fiscal enforcement lawsuits corresponding to the Commercial municipal tax. The measure seeks to give merchants an additional opportunity to regularize their situation and access the benefits of the program, without this implying the elimination of debts or the withdrawal of legal actions already initiated.
Six months of Commercial municipal tax exemption for new ventures.
Those who start a commercial, industrial, or service activity for the first time in Concordia will be able to access a 100% tax relief on the Commercial municipal tax during the first six monthly installments.
The benefit will be aimed at new ventures that begin their activity within six months after the ordinance comes into effect and that meet the established conditions. The objective is to reduce initial costs, encourage formalization, and promote new investments in the city.
Expansion of the simplified regime for small taxpayers.
It is proposed to expand the current Municipal Regime for Small Taxpayers to categories B and C of the Monotributo, paying a uniform fixed monthly amount, without differentiation between those categories. The current regime only includes category A of the Monotributo.
The measure is aimed at small merchants, independent workers, and service providers who do not have employees on the payroll, simplifying their obligations and providing them with greater predictability.
Exemption of Sanitary Services municipal tax for garages and storage units
The project also contemplates establishing an exemption on the Sanitary Services municipal tax for units used exclusively as garages whose surface area does not exceed thirty-five square meters (35 m²), and those used exclusively as storage units, provided they are identified in the municipal registry and are subject to independent billing of said tax.
SUPPORTING THOSE WHO PRODUCE, INVEST, AND GENERATE JOBS
The Director of Revenue, Fernando Marsicano, highlighted the importance of advancing with tools that consider the economic reality that the different sectors of the city are going through.
“With this program, we seek to provide a concrete opportunity for merchants and taxpayers to regularize their situation, alleviate the burden represented by accumulated interest, and continue with their activities. We also want to create more favorable conditions for those who decide to invest and start a business in Concordia,” the mayor noted.
For his part, the Secretary of Cabinet Coordination and Treasury, Pablo Ferreyra, maintained that the initiatives are part of a comprehensive policy of municipal resource management.
“We are working to build a more efficient municipal State, which responsibly manages taxpayers' resources and, at the same time, generates conditions for economic activity to grow. This program seeks to support those who sustain their businesses, industries, and ventures every day, facilitate the fulfillment of their obligations, and stimulate new investments. We want the Municipality to be a facilitator of development and not an obstacle for those who produce and generate employment,” he affirmed.
2027 TAX ORDINANCE: UPDATE BELOW PROJECTED INFLATION
Together with the fiscal relief program, the Executive branch submitted the Tax Ordinance project for the 2027 fiscal year, which establishes the values, minimums, and scales of the different municipal taxes.
The proposal contemplates a general update of approximately 28%, taking as a reference the evolution of prices during 2026 and the inflationary projections for the end of the year, estimated at around 30%.
An important aspect is that during 2026, no general updates were made to the values of the Tax Ordinance. Therefore, the proposed adjustment seeks to partially accompany the increase in costs that the Municipality must face to sustain essential services and its operation, without passing on an update higher than the projected inflation.
In addition, the main current rates of the General Real Estate municipal tax and the Commercial municipal tax remain unchanged.
Both projects can be consulted in the Open Data section on the Municipality's website.
