HAVING REGARD TO the content of Administrative Case File No. 847, Year 2,025; and,
CONSIDERING:
That the Secretariat of Urban Development submits documentation for the First Call for Public Bidding No. 19/2,025, for the “ACQUISITION OF WORK CLOTHING FOR OPERATIONAL PERSONNEL OF THE SUBSECRETARIAT OF PUBLIC WORKS”.
That the Official Budget for this procurement amounts, according to the attached documentation, to the total sum of FORTY-EIGHT MILLION TWO HUNDRED FIFTEEN THOUSAND PESOS AND 00/100 ($ 48,215,000.00), therefore, in accordance with current provisions, it is appropriate to issue a call for Public Bidding.
That the Budget Directorate carries out the Preventive Allocation in the Budgetary Items:
No. 3.1.90.01.01.02.20.02.02 O. P. $ 13,416,000.00.
No. 3.1.90.01.01.02.20.02.04 O. P. $ 34,799,000.00.
That the Undersecretariat of Finance intervenes within its competence, authorizing this expenditure.
That there is an intervention by the Directorate of Purchases and Supplies, attaching the Terms and Conditions and Technical Specifications; likewise, the Detail Sheet of the goods to be bid, of the aforementioned Bidding.
That the opening of the present must be provided for in the Directorate of Purchases and Supplies, which must propose an available opening date and carry out the legal publications.
That taking into account the urgency of the Municipality to carry out this acquisition, use must be made of the provisions of Article 25 of the current Ordinance No. 34,698/11 on Procurement.
That, due to the above, this Municipal Executive Department deems it convenient to approve the documentation; and, consequently, to grant the First Call for Public Bidding No. 19/2,025, for the “ACQUISITION OF WORK CLOTHING FOR OPERATIONAL PERSONNEL OF THE SUBSECRETARIAT OF PUBLIC WORKS”, whose Annex forms part of this Decree. And likewise, in the event that it is declared void, to provide for the approval of the Second Call for this Bidding, in accordance with the aforementioned considerations.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive by Article 107, Subsections ñ), q) and u) of Law No. 10,027 and its amending Law No. 10,082 – Regime of the Municipalities of Entre Ríos.
Therefore,
THE MUNICIPAL PRESIDENT
DECREES:
ARTICLE 1°.- Approve the documentation and order the First Call for Public Bidding No. 19/2,025, for the “ACQUISITION OF WORK CLOTHING FOR OPERATIONAL PERSONNEL OF THE SUBSECRETARIAT OF PUBLIC WORKS”, in accordance with the Annex, which forms part of this Decree, whose background information is in Purchase Request No. 1255, Administrative Case File No. 847, Year 2,025.
ARTICLE 2°.- Approve the Official Budget of FORTY-EIGHT MILLION TWO HUNDRED FIFTEEN THOUSAND PESOS AND 00/100 ($ 48,215,000.00).
ARTICLE 3°.- Allocate this expenditure to the Budgetary Items:
No. 3.1.90.01.01.02.20.02.02 O. P. $ 13,416,000.00.
No. 3.1.90.01.01.02.20.02.04 O. P. $ 34,799,000.00.
ARTICLE 4°.- Order the Directorate of Purchases and Supplies to carry out the Call for this Bidding and set the date for the opening of proposals, given the provisions of Article 25 of Ordinance No. 34,698/11 on Municipal State Procurement and the preceding considerations.
ARTICLE 5°.- Order the Directorate of Purchases and Supplies to carry out the corresponding legal publications for this bidding.
ARTICLE 6°.- Form the Evaluation Commission in accordance with the provisions of the Terms and Conditions approved above.
ARTICLE 7°.- Order that, in the event that the First Call for Public Bidding No. 19/2,025 is declared void, the Second Call for this Bidding shall be carried out, and consequently, the necessary steps shall be taken, in accordance with the provisions of this Decree.
ARTICLE 8.- Forward to the Secretariat of Urban Development for their knowledge; then, pass to the Directorate of Purchases and Supplies for the purposes provided.
ARTICLE 9.- Communicate, publish, give to the Secretariat of Government; and in due course, archive.

SEEN:
That Mrs. María del Carmen Mecca requests a special payment plan for the debt regarding the General Real Estate municipal tax, corresponding to the property Provincial Record No. 118565, Municipal Record No. 5663, and;
CONSIDERING:
That the taxpayer appeals to this Deliberative Body in order to express her willingness to pay the aforementioned debt through a special installment payment plan, without financing interest, because it is very high and otherwise impossible to pay off;
That the applicant states the difficult economic situation, as well as personal, because her only income comes from a pension, for which she does not have sufficient economic resources to face such a high amount under the conditions required by the General Directorate of Revenue.
Therefore:
THE DELIBERATIVE COUNCIL OF Concordia
ENACTS THE FOLLOWING
RESOLUTION
ARTICLE 1°.- Grant a special payment plan to the taxpayer Mrs. María del Carmen Mecca, for the debt regarding the General Real Estate municipal tax corresponding to the owner LEDESMA CLODOMIRO EDUARDO and ANOTHER, Provincial Record No. 118,565, Municipal Record No. 5,663, in sixty (60) installments, with financing interest, implying a monthly installment with a variable interest rate, starting at an amount of THIRTY THOUSAND FIVE HUNDRED PESOS and THIRTY-ONE CENTS ($ 30,500.31), which must be signed at the Offices of the General Directorate of Revenue.
ARTICLE 2°.- Inform the taxpayer that having fallen behind on two (2) consecutive or three (3) alternate installments of the Payment Agreement, the benefit granted herein shall be rendered void and the Municipal Executive Department may claim the total cancellation of the debt with the corresponding interest and expenses.
ARTICLE 3.- Notify the General Directorate of Revenue of the Secretariat of Cabinet Coordination and Treasury of this document for the pertinent purposes.
ARTICLE 4°.- Send a copy to Mrs. María del Carmen Mecca, for her notification and other effects.
ARTICLE 5°.- Communicate, publish, register and archive.

The Municipality of the city of Concordia notifies the firm COMBUSTIBLES MABRAGAÑA S.A., CUIT No. 30 — 70948530 — 6 that through Resolution No. 024/2025 dated March 19, 2025, it has been ordered to notify you of the following Resolution which in its operative part states: ARTICLE 1.- Admit the settlements made, with the reservation expressed in the penultimate recital. ARTICLE 2.- Claim from COMBUSTIBLES MABRAGAÑA S.A. CUIT 30 — 70948530 — 6, the sum of $34,456,145.04 (Thirty-four million four hundred fifty-six thousand one hundred forty-five pesos and 04/100 cents) as Commercial municipal tax, updated to February 28, 2025, originated in the 09/2022, 07/2023 to 11/2023 advances due to non-payment of Sworn Declarations, and the 01/2024 to 11/2024 advances due to lack of filing and payment of the Sworn Declarations, according to the determination of the General Directorate of Revenue of the Municipality of Concordia, plus accessories until the date of effective payment, and a fine for infringement of Article 22, subsection b) of the Municipal Tax Code of $47,200 (forty-seven thousand two hundred pesos), corresponding to the 11/2023 to 11/2024 Advances. ARTICLE 3.- Declare closed the summary proceeding initiated in the notice served on January 20, 2025, and apply, consequently, a fine of $18,765,293.89 (eighteen million seven hundred sixty-five thousand two hundred ninety-three pesos and 89/100 cents) as Commercial municipal tax, in accordance with the conduct of omission of payment typified in Article 45 of the Municipal Tax Code - General Part. ARTICLE 4.- Reduce the fines of the previous article to 40% (forty percent), consequently the amount to be paid is $7,506,117.56 (seven million five hundred six thousand one hundred seventeen pesos and 56/100 cents) together with the sum claimed as Commercial municipal tax, within a period of 10 (ten) days, as the inspected party is in the situation provided for in Article 53 of the Municipal Tax Code, Articles 2, subsection b) and 3 of Decree 126/2025. In the case of signing a payment facility agreement for the Commercial municipal tax, formal fines and accessories, the amount to be paid will be 75% (seventy-five percent) according to the terms of Article 4, subsection b) of the indicated Decree. ARTICLE 5.- Notify COMBUSTIBLES MABRAGAÑA S.A., CUIT 30-70948530-6, of this resolution, informing them that the cited settlement must be paid at the Municipal General Directorate of Revenue within (10) business days of its notification; otherwise, you may file, through the Entry Desk, a Hierarchical Appeal before the Municipal Mayor in accordance with Article 83 of the Municipal Tax Code - General Part (Ord. No. 38,538).
